The World Health Organization (WHO) is the United Nations specialized agency for health. It was established in 1948 and its objective is "the attainment of the highest possible level of health by all peoples". WHO is governed by 192 Member States through the World Health Assembly.

The WHO HIV/AIDS department serves as a focal point for coordinating the overall strategic direction of the Organization's HIV/AIDS programme and lies within the 'HIV/AIDS, Tuberculosis and Malaria' (HTM) Cluster of WHO. It has primary responsibility in providing technical assistance to national governments, developing normative guidelines on HIV/AIDS issues, convening and coordinating partner efforts in scaling up treatment, care and prevention, global support for high-quality drugs and diagnostics and advocating for a comprehensive response to HIV/AIDS.
